Yes, you're right, it's not possible to devolve this currently, 

There is a London Moodle user group next week.  I believe that UCL have developed something to allow for easier creation of groups, I don't think they've released it to the general Moodle community.  I'll try to find out how they do it as it might be something they would be willing to share.  An easier way to create groups is certainly something that has been asked for a lot.
